Season with salt, pepper and nutmeg. Melt the butter in a medium saucepan over medium-high heat. First place the milk in a small saucepan and add the parsley stalks, bay leaf, mace (if using), peppercorns and onion.
Then place it over a low heat and let it come very slowly up to simmering.
If it is not clarified butter, wait for the bubbles to reduce (and for the water to evaporate).
When the sauce comes to the boil, lower. Season with salt, pepper and nutmeg. Continue to stir over low heat for five minutes, until mixture thickens.
